( Hana Hou) I wanted to send you my testimony of 2020, since there some of youketi that were not on the council. �n The change is now asking$1,500.000.00 Q` This is what was now given to me after opposing the million dollars request for the Lako extension. The County Council was not given this information when the Bill was presented, and passed the first reading. The second meeting, because there was opposition, and not fully disclosed information was available or known, this has been moved to postponed. I'm keeping an eye on the agenda's now. Huge concerns: This will only Add to the traffic and congestion at the top of Lako and Kuakini Higway, 4 way stop, with a traffic jam/ light. The 2004 proposal D: Street lights with underground wiring, similar to the existing Lako Street. The Ralf Berezan Management Limited Subdivision, appears to have left this out completely? Noted on#2.The 2004 preferred alignment, Alternate "C"was more north of the one propose by the Berezan's development. (The draft of the EIS, community meetings held, Kupuna's preferred the "C" alignment to avoid disturbance to archeological features}. But now Berezan's development moved south of"C", and now required to 'PREPARE A PRESERVATION PLAN,A BURIAL TREATMENT PLAN,AND AN ARCHAEOLOGICAL MONITORING PLAND FOR THE SITES". THIS IS WHAT THE KUPUNA'S WANTED TO AVOID. THE EXTENSION OF LAKO AND NEW SUBDIVISION IS HAZARDOUS, AND DOES NOT MAKE IT BETTER, BUT WORSE! Making it impossible for any of us to escape to higher grounds in an emergency Tsunami or Big Wave evacuation. Kahakai elementary school is at the bottom of Royal Poinciana, is at a huge risk. I'm worried what could happen to the Keikis. There were 10 of us who sent very strong testimonies against this Lako extension just by word of mouth. Lineal Descendant, Resident on Royal Poinciana, Descendant of Kupuna, who passed away, who participated in the Draft of this EIS 19 years ago. And others who have ancestors buried in this Ahupua'a. Sacred grounds of Historic Keakealaniwahine Complex. It is considered one of Hawai'i most significant ancient sites. There are known series of Heiau, Stone walls, Great Wall of Kuakini, platforms and archaeological deposits. u Comm. N-'. I��'"t� 1 Ref. To: VI Counu1 Ref. Date MAY 1 6 2023 This was important back then, and we have a new generation who are now stepping up.They want better, not worse, scenario of what is happening here on Ali'i drive, and we need to get Kuakini Highway expanded now. Alii Highway has huge concerns, halted since 2004, as caves of Burials were not favored to be removed.These were the wishes of our Kupuna, and we should still honor this and not take advantage because they have passed away.These areas are Sacred and have Supernatural factors. The general Public, surrounding neighbors have not been notified of these one million dollars to help shovel ready for a subdivision in a crital area for the sake of affordable housing. Already, at the very top of Royal Poinciana dead end is the Kona Vistal LLC affordable housing. We are not against affordable housing, but this needs to be build where the infrastructure is of a 4 lane highway/Queen Kaahumanu Highway. This Bi11186, has been now postponed, because there was no explanation of what exactly the million dollars was going to be spent on. So, here it is, and it appears to be for one developer, Berezan Development for a subdivision, who now owns over 100 acres of this area. Without the Alii Highway, up and running its a recipe of disaster for all of us in this area. The Public Safety is at a huge risk, as well as Sacred Keakealaniwahine, and all the Sacred Burials of this area.Also,the Great Wall of Kuakini in parcel 770040430000 in the 41.46 needs to be preserved.The Great Wall is now a monument and I hope it does not get breached, destroyed, or suddenly disappear? Part of Long Range Plan to provide a road network system to distribute and ease traffic in the Kailua to Keauhou area. Generally provides connection from Alii Drive to Queen Kaahumanu Highway/ Kuakini Highway. 2. Provide a new mauka-makai connector from the existing terminus of Lako Street (below Halawai Street/ Place of the Komohana Kai Subdivision) to Alii Drive to improve vehicular, pedestrian and bicycle traffic circulation from Alii Drive to Queen Kaahumanu Highway/ Kuakini Highway. 3. Final EA completed in April 2004, considering 3 alternatives. Alternative "C" was the preferred alternative, see attached 2004 Lako Street Extension. COH determined that the project will have no significant impact on the environment and requested a Finding of No Significant Impact issue for the project from OEQC. 4. Proposed roadway extension Typical Section: a. 60-foot wide secondary street b. 46-foot wide road curb to curb pavement c. 7-foot wide concrete sidewalks on each side with curbs and gutters d. Street lights with underground wiring, similar to the existing Lako Street. e. Bike lanes B. Ralph Berezan Management Limited Subdivision 1. Roadway extension proposed alignment starts from its current terminus (below Halawai Street/ Place of the Komohana Kai Subdivision) and extends generally perpendicular to its proposed connection with Alii Drive. See attached Lako Street Extension Berezan Development. 2. The 2004 preferred alignment Alternate "C" was more north of the one proposed by the Berezan's development. See attached annotated Berezan Alignment Exhibit. 3. Developer completed Archaeological Inventory Survey (AIS)field work for proposed alignment and submitted the Draft AIS Reports to SHPD. SHPD comments require the developer to prepare a Preservation Plan, a Burial Treatment Plan,and an Archaeological Monitoring Plan for the sites. 4. Developer submitted preliminary plans (35%) for DPW review, County plan review comments provided to developer. No subsequent plans submitted to County. 5. Developer submitted, County reviewed TIAR and sent review comments. No revised TIAR was received. 6. One travel lane for each direction d. Double left turn lane e. 7-foot wide concrete sidewalks on each side with curbs and gutters f. 8' wide bike paths 7. Developer put project on hold 7/25/18. 8. Mr. Berezan indicated willingness to contribute the land for the ROW within his development area and provide completed documents to the County. The developer already paid for preliminary planning, engineering and surveying. 9. The developer will commit to 51%affordable housing through a 201H process. C. Bill 186: Capital Budget, adds project: Lako Street Extension to Alii Drive, 1 Million 1. Appropriation is for necessary Planning, Survey and Design. 2. Completing the design positions the project to be shovel-ready for other funding that may become available for construction. 3. Lako Street is a regional collector that benefits users beyond the developer's project. 2. Lako Street incentivizes affordable housing and provides a key mauka-makai network connector. 3. Opens an opportunity to initiate a pedestrian or limited access improvement of the Alii Parkway right-of-way that will intersect the Lako Street Extension. 5. Could stimulate the developer to proceed/continue with his development, including affordable housing that is much needed in this region.
