Please do not allocate any funding for a Lako Street extension to Ali`i Drive. You've turned this down
before, most recently in 2020. It is and always will be a bad idea because of desecration, congestion, and
impacts on the `aina and the ocean.
Please stop approving so many new developments. This is an island and it does not have the infrastructure
like Oahu. Please stop turning the Big Island into a city.

Dear Zendo, County Council, Mayor Mitch Roth, Governor Josh Green and Alex Roy,
Please read these comments below from some of the over 10,000 people, and growing daily,who have
signed petitions to help stop development on the Big Island because this island doesn't have the
infrastructure to become overpopulated as well as historical and small town areas deserve to be
preserved.
You have approved hundreds of acres to be developed already. Can you please stop approving more
land? Because shouldn't we all learn what is going to happen to the island with the all the development
you have already approved? Because the islands infrastructure is so small, shouldn't we all learn what
you have already created on this island before you continue adding more? It's for the safety of the
people who live here and the island.
Shouldn't fixing roads, adding another hospital, learning how to create safe infrastructure, housing the
people who have lived here for years come before overcrowding and most likely causing dangerous
situations for everyone on the island because of so much development?

This is a very special spot where you still can canoe paddle and feel like you're still

HI go with my mom to watch the water.) can't believe that they want to displace
numerous people who live in donor's and also elderly that live close by but think of the
local tourism that the Big Island will loose Fair Winds and hula Kai operate out of the
pier why sentence them also I believe there is a script coming but most of they area you

This historical and sacred place has already become over-used and abused by all the
tour/ snorkel companies bringing in hundreds of carloads of tourists each day and night!
Shame on the DLNR for issuing permits to these greedy tour companies! More traffic at
all hours, more pollution from all the motors in the water, and clot more noise and litter.
We don't want yet another poor decision from the planners and government down here!
It's already suffering from too many people coming down here every day and night, and
now they want to destroy what is left with a huge development and parking lot? You
want this beautiful place to turn into Mauifornia? Save Keauhou! Save our way of life
and Aina. Too much tourism is killing Hawai'i. Each year, each decade the important
and beautiful spots are vanishing, to become just like any other ordinary place in the

I've lived in or near keauhou for most of my 40 years in hawaii. The resources of the bay
are limited, lovely, and cherished by local residents for all they provide for the health
and welfare of we humans and the environment upon which we depend. Creating
another exclusive enclave for the rich is far from what is needed to protect Hawaii nei
from the ravages it's experienced in the past and is experiencing every minute by those
who would exploit her.

Keep the charm of this end of Alii quiet, peaceful and a place where tourists can come
to see what the real Hawaii is like. There are already plenty of rentals/accommodations
and areas that cater to the tourist trade on Big Island. Be careful what you wish
for....just ask some of the other islands. It's ok to say NO.

I care about protecting historic Keauhou Bay Ahupua'a ecosystem and our community.
New resort development for tourism at the proposed large scale is totally inappropriate
for Keauhou Bay. Keauhou Shopping Center has vacant space - they should not build
more. Instead- make this area more accessible for our community, families and improve
the small beach area making a park & managing trash.
Allow the Hawaii County transit Trolley to access the bus stop on Kaleiopapa Street so
people can access the bay without a car would improve sustainability and reduce
pollution. We need to protect this area for it's cultural, historical and ecosystem - NOT
over develop it for tourists and profit!

All of the local spots are being blocked off by gates or homes with gated communities.
This is not fair the local who were born and raised here should not be locked out of their
own land just because greed and money. We have something the rich want until they
fully pollute and destroy it and then they no longer want it. Hawaii/ Big island is known to
a lot of tourist as the relaxing island. I do not have a problem with tourist but when you
buy here on this island as a vacation home now your crowding the island so eventually
it will be like Oahu where no one really thinks of it as a vacation spot. Just come stay
the week and go home. We have many many many hotels and condos that can't be full
all year round. Support those places that are already built.

There is no more need to take and replace what is already there !!!! This piece of
Hawaii, that still is used by keauhou canoe club and and an area for little family
gathering, such as Picnics and paddle boarding. Not to mention the boat ramp for
fisherman and fishing grounds around the area. This place is well taken care of by the
locals of the big island and hold significant Hawaiian history!!!
We don't need any more hotels, condos, homes on this beach front property. It is a
respectable play ground for our children and adults as well from land to water.
Please save hawaii and our sacred land and history from being over built for greed and
control.

The resort on Keahou point is way more than enough. The entire Alii drive is hotels,
resorts, condos, vacation rentals, and multimillion dollar properties. Why must our
community always conform to the greedy desires for people to exploit Hawaii. When

turns into a sad perversion of what it once was.

I'm signing this because Keauhou Bay is important to my family. We spend so much of
our time here. It is our home away from home. The beach is perfect to take out the
paddle board and swim with our daughter. I paddle for Keauhou Canoe Club whose
halau is here. I do not want to see beach "bungalows" where our halau currently stands.
We do not need anymore oceanfront beach bungalows - visitors have plenty of other
beachfront options, if that is what they are looking for.
Do not build another resort. There is one right around the corner.

environmental security. I don't know how anyone who sees the pervasive displacement
& homelessness across Hawaii on a daily basis could propose more investment in
unsustainable infrastructure for visitors, and this proposal represents a stifling rejection
of truth.
Before more development for visitors, meet the needs of the local community. If you can
invest this much money in unnecessary development, then I don't believe it when it's
said that there's "not enough money" to meet the basic needs of people who live here, &
combat what is probably the most significant & interconnected threat we face: climate
change.
I don't know where visitors will "visit" when there is no longer land to sustain life,
because it was exploited, disrespected, & destroyed by a vision of development that
prioritizes profit over life.

As stated in the information given in this petition. There a number of things already in
place to protect the area from development that must be honored not by passed
ignored, swept under a rug. How dose a project like this support sustainability of our
ecosystem? All I see is all of the run off ending up in OUR ocean degrading more of
OUR shoreline and bordering community's.

It's farm/Ag land and our small road south cannot support ANY resorts until they are
upgraded. The roads that lead to the resorts out north were built to accommodate the
traffic. Keep South Kona for the people that LIVE here. Not the nouveau riche some-
timers. This is a very slippery slope. And if it is allowed to continue it will prove beyond a
shadow of a doubt that our "leaders" are out for the $$ and NOT for the people as they
should be.

food consumed and all of the plastic packaging which is polluting the land and sea....

This developer is using a ponzi scheme to pay for his project. He has not applied for
any permits other than a grubbing permit which is allowing him to bulldoze not only
barren lava flows but also some of the last native ohia forest that extends all the way to
the ocean. In addition, this land has many archeological sites on it which will be
bulldozed before they apply for permits. The permits probably will be denied or take
many years to be put in place. The developer is telling potential investors that they will
be making 22% interest on their money. Do not invest in this scheme.
The development is not compatible with ag5 zoning. It will take forever to get the SMA
permit for the lodge unless some people in the county offices are being paid off. Shut
down the bulldozers before anymore raw land goes under the blade.

This development is the definition of what Kona DOES NOT NEED AND IN NO WAY
BENEFITS OUR COMMUNITY. Locals cannot afford these properties. Obscenely
unaffordable development resulting in housing displacement for locals families. This is a
dry area, water needs to be conserved for locals THIS IS AN EXISTING FARMING
AND RANCHING AREAS, already rooted here, not for egregious water usage to waste
on luxury pools etc to serve a small group of greedy wealth. There is no existing
infrastructure in this area to support this community, the land will be heavily dug,
bulldozed, cleared and trenched just to create infrastructure, let alone buildings. More
traffic to an already compacted small dangerous 2 lane highway. There are many many
strong reasons this is not something that should be built in Kona, ESPECIALLY IN THIS
AREA. Absolutely no.

For five years I was caretaking a couple of Opihihale properties up mauka at 2000 feet
elevation, and would often hang out in Miloli`i to relax to the sound of the water and talk
with the residents there whom I befriended/who befriended me. Born and raised on
Oahu, I appreciate the much more relaxed and aloha-generating lifestyle there along
the Opihihale coastline compared to the frenetic time-is-money pace of Honolulu and
Oahu (and I'm sad to say, much of Maui and Kauai, too). Large scale capitalist over-
development in Opihihale would eventually extinguish the laid back, easy, aloha based
way of life that all of us ought to take pains to malama and strengthen. Live aloha! Don't

The other main Hawaiian islands are already overdeveloped. We need to preserve as
much as possible of Hawai'i Island's pristine natural areas. Also, this developer's
irresponsibility and disregard for legal constraints is already evident from his marketing
his proposed project to out-of-state investors without telling them that he has yet to
obtain a zoning change or ANY of the multiple permits he would need to begin
construction - none of which he is entitled to, and all of which will face enormous
community opposition. Hawai'i needs affordable housing for working residents, not

Simply put, the traffic on Kamehameha III Road, should this project be completed, will
be similar to that fronting Hulihe'e Palace and the pier. Tourists clamoring to swim and
recreate on the bay, ride on the snorkel and fishing boats, and passing through to the
Outrigger Keauhou Bay Hotel will irreversibly and negatively affect the peaceful nature
of this gem of an ocean masterpiece. I am firmly against the construction of the through
road from Ali'i Drive to the Hotel.

If all existing homes that are supposed to be hooked up to our sewer system were
connected overnight, we'd already be over the capacity of the Kealakehe sewage
treatment plant. We know the danger of getting into local waters with an open cut--
infections take impossibly long to heal. Coral reefs and marine wildlife are suffering.

mind that they have a family to care for and sometimes there's only ONE person who is
able to work and provide for the whole entire house... be thoughtful don't ruin our lives

While I don't agree with all the reasons not to support this development permit, I do
agree that affordable middle class housing is needed as well as housing opportunities
for our public/government employees, ie., law enforcement, health care workers, etc. A
traffic study update is absolutely a must. How many times have other projects been
approved without the traffic improvements as recommended not getting started or
completed. Traffic Impact Fees must be set aside and traffic flow improvements done
before not at some future date (that never seems to come). Further consideration must
be given to public transportation...headways, bus shelters, convenience that
encourages use of public transportation.
A Planning Director who was once employed by the developer....that's a No No and the
director needs to recuse himself from all input and direction on this project.

Can you relist this petition or push it more? I think a lot of owners in Alli
Heights/Keauhou View don't even know this is here. Also, how are you sending these
signatures to the County of Hawaii, and does this mean anything to them. I was told
owners should submit a statement by July, so I think that would also be good to push. I
think that may mean more to the county tham a change.org petition.

There should be no further development in this area until the infrastructure is in place to
handle it. The intersection at Lako St. and Kuakini Hwy. cannot adequately handle the
current traffic. It needs to be enlarged, and highway widened to four lanes from Henry
St. up to Honalo before further homes are constructed in this area. Also the Ali'i Hwy.
needs to be built and connected to the bypass road. It's not conscionable to build new
homes where the residents will be trapped in case of a tsunami due to inadequate traffic
egress. Water supply is also currently inadequate to serve the existing homes as
evidenced by repeated usage restrictions.

is a local realtor in Kona and has a long standing relationship with the other Alaska

If saving cultural land and protecting our environment isn't enough for you to reject this
development; consider this:
There are too many red flags in the shoddy planning and potentially illegal actions being
proposed that will destroy the environment forever and cause tax payers a nightmare to
clean up later; if a clean-up is even possible. If you think your taxes are high now, just
wait.

These cultural sites should be preserved, not destroyed with data recovery. Alii drive
also cannot handle more subdivisions without proper infrastructure including traffic,
water and sewage. We already have issues there with all of these concerns. They need
to be taken care of before it's too late. Someone needs to be responsible and proactive.

There is a wholesale rush to convert forested, wild, and currently zoned agricultural
lands to residential "urban expansion" from Palamanui to south of Keauhou. This is
inappropriate planning for Kona, will destroy the environment we value, destroys
irreplaceable and critical archaeological remains that are a window into pre-contact
Hawaiian culture, will NOT provide housing that's actually needed, and seems facilitated
through a high-level conflict of interest at the County. This particular development is a
prime example of all that is wrong with the current rush to development.
