I believe the passage of this Bill would increase voter confidence in government integrity, particularly in the face of the recent Police issues, use of monies from fund-raising activities by the Mayor, and other practices that seem to favor select groups in determining contracts, etc. I believe that the public will be most responsive to the Counci] members who support this bill as a way of entering the new century with a renewed faith in democracy and local government Thank you for considering this issue in light of the above needs for Hawaii. May the new year, decade and century be an invitation to us all to consider the effects of all our choices and decisions on each other.
