Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution.
No. 188-23, reports as follows:
Resolution No. 188-23, transmitted by Deanna S. Sako, via Communication.No. 312, dated.May
18, 2023, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for
a multi-year lease of real property for the Department of Environmental Management.
This resolution.authorizes the Mayor to enter into a five-year lease agreement with the option to
renew for two additional five-year terms with Giampaolo Boschetti and Donna-Jean. Walden, for
approximately 14,704 square feet of warehouse space and secured parking at an estimated monthly
cost of$8,500.
Environmental Management Deputy Director Brenda Iokepa-Moses, explained that construction.
work will displace their operations crew and this lease will allow them to continue operations
without interruption. Ms. Iokepa-Moses stated that the new facility will accommodate all of the
employees when it is done, then stated that they will mostly likely need the first five years and an
additional five-year extension on the lease before construction is complete.
Pursuant to Section 10-11 of the Hawaii County Charter, any contract, lease or other obligation
requiring the payment of funds from the appropriations of a later fiscal year or of more than.one
fiscal year shall be made or approved by resolution.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Resolution No. 188-23, and recommends its adoption.
