RE: Bill No. 49; Relating to Filling of Vacant County Council Seat; Cost Estimate for
County Council Special Election
Please find attached a cost estimate to conduct a special election to fill a vacancy within the
Hawaii County Council, as requested by the Committee on Governmental Operations and
External Affairs during its June 6, 2023, meeting.
Estimates are based on the active voter registration list within the current largest council
district taking into consideration a slight increase in voter registration, which equated to
17,000 registered voters. Additionally, the estimate factors in all costs for the operation of a
full-service election that would be conducted under certain parameters of the Hawaii
Revised Statutes and Hawaii Administrative Rules, and the provision of ancillary services
typically provided in a regular election.
