This agreement is for the establishment and operation of a local project under the AmeriCorps Volunteers in Service to America(VISTA) program. The VISTA project will establish and sustain a Community-Based Participatory Practice that engages and builds the capacity of community to identify, define, address, solve, and evaluate issues in their own community. The Department of Research and Development requests that this resolution be waived from the Finance Committee and be placed on the July 6, 2023 Council agenda in order to expedite this transaction. REQUEST: A resolution is requested authorizing the County (via the Department of Research and Development) to enter into an agreement with the Corporation for National and Community Service, a federal Agency, for the purpose of establishing and operating local projects under the AmeriCorps Volunteers in Service to America (VISTA) Program. Request that the 5-day holdover period and hearing before the Finance Committee be waived. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The VISTA project will seek to establish and sustain a Community-Based Participatory Practice (CBPP) that engages and builds the capacity of community to identify, define, address, solve, and evaluate issues in their own community in partnership with academia and local government to restore regenerative governance on Hawaii Island that more effectively and equitably addresses the social, economic, and environmental determinants of health and well-being that challenge the Island's most vulnerable families and communities. The project expects to especially benefit the six most vulnerable County subdivisions (more than 23,000 residents) that have almost 60% to 70% of their households in poverty and/or below the asset-limited, income-constrained, employed (ALICE) threshold.
