Dear Chair Kimball and Members of the Hawaii County Council, The Kohala Coast Resort Association(KCRA)is in support of Bill 48 creating the Office of Sustainability,Climate,Equity and Resilience (OSCER)for the County of Hawaii. We believe the elevation of OSCER to the cabinet level will foster collaboration and synergy among different departments and agencies.We believe it should be the kuleana of everyone working for the County of Hawaii to try to address these systemic concerns,and hope that this new department will be able to facilitate greater cooperation and organization amongst the various agencies,community members,and business leaders working in this arena. We are hopeful that the establishment of a Climate Action Revolving Fund will help reinvest funds paid by taxpayers into important projects that benefit the island's residents. In conclusion,we hope that the passage of Bill 48 and the establishment of OSCER,will position the County of Hawaii as a leader in sustainability,climate change adaptation,and community resilience and allow the county to tap into federal,state and philanthropic funds toward these shared goals.
