Sent: Sunday, June 04, 2023 3:11 PM = To: Council Testimony Subject: Strong Support of Bill 46 (creation of the Office of Sustainability, Climatequity,and Resilience Aloha, County of Hawaii Council Members, I am writing in strong support of Hawai'i County Bill 48,which establishes the Office of Sustainability,Climate, Equity, and Resilience (OSCER).This measure is essential for combating climate change,fostering sustainability, and enhancing community resilience. We have an obligation and responsibility to create a Hawaii (and planet)that is livable for future generations.The actions we take today will impact our ability to realize this future.The OSCER will facilitate a systems-based approach that will enable us to deliver policies and programs that effectively balance social, environmental, and economic factors while avoiding unintended and undesirable outcomes. Bill 48 prioritizes social equity and environmental justice.This will assist the county in maintaining and enhancing its commitment to inclusiveness and consideration for all county residents, particularly our ALICE and disadvantaged communities. It will also allow us to maximize federal funding opportunties that emphasize 'Justice 40.' The establishment of OSCER will position Hawai'i County as a leader in sustainability, adaptation to climate change, and community resilience. It will allow us to take proactive measures to preserve our natural resources, heal our planet, and create a thriving, sustainable community. Please support the passage of Bill 48.
