Your Committee on Governmental Operations and External Affairs,to which was referred
Communication No. 318, reports as follows:

Communication No. 318, transmitted by Mayor Mitchell D. Roth, dated June 1, 2023, requests
the Council's review and confirmation of the nomination of Keith Unger to the Water Board.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Chambers to
introduce Mr. Unger, who was present in the Kona Chambers.
Pursuant to Article 8, Section 8-2 of the Hawaii County Charter,members of Water Board shall
be appointed by the Mayor with the approval of the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 318, and recommends confirmation of the appointment of
Keith Unger to the Water Board.
