Your Committee on Governmental Operations and External Affairs,to which was referred
Communication No. 319, reports as follows:
Communication No. 319,transmitted by Mayor Mitchell D. Roth, dated June 1, 2023, requests
the Council's review and confirmation of the nomination of Samuel Plunkett, Jr. to the Public
Access, Open Space, and Natural Preservation Commission.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Chambers to
introduce Mr. Plunkett, who was present in the Kona Chambers.
Pursuant to Chapter 2, Article 42, Section 2-215(a) of the Hawaii County Code, members of
Public Access, Open Space, and Natural Preservation Commission shall be appointed by the
Mayor with the confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 319, and recommends confirmation of the appointment of
Samuel Plunkett, Jr. to the Public Access, Open Space, and Natural Resources Preservation
Commission.
