SUBJECT: Presentation by State of Hawaii Department of Transportation relating to
its Hawaii Road Usage Charge (HiRUC)
I respectfully request at least 60-minutes of time on July 18, 2023, during the appropriate
committee agenda, for the State Department of Transportation(DOT), along with
its Hawaii Road Usage Charge (HiRUC)project manager Mindy Kimura and DOT's consultant
Andrew McLean of CDM Smith,to discuss the recommendations of the final report from the
Hawaii Road Usage Charge demonstration project.
Last year, DOT released its final report from the HiRUC project, the largest public outreach and
demonstration project looking at road usage charging as a viable replacement for fuel tax.
Pursuant to the recommendations of the report, in 2023, the Legislature enacted a small-scale
implementation. Now, DOT, in coordination with its partner agencies at the state and local
government level,will begin implementation. The HiRUC program is scheduled to begin on July
1, 2025.
The presentation will cover why Hawaii is seeking a replacement for fuel tax, and overview of
the four-year HiRUC project, a summary of the 2023 HiRUC legislation and the next steps for
implementation. Additionally, and equally important is the opportunity to answer any questions
and identify how to best work together as Hawaii begins its transition away from fuel tax.
