NATE OF HAWAII <br /> '+tE QF•Hpiy <br /> I <br /> RESOLUTION NO. 3 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO SUPPORT THE <br /> 37TH ANNUAL BIG ISLAND PRO-AM SURFING TRIALS EVENT. <br /> WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is <br /> a 501(c)(3) nonprofit organization that conserves, enhances, and promotes the economic, <br /> cultural, and natural environment of Hawaii; and <br /> WHEREAS, BIRCDC is working in partnership with the Big Island Pro-Am (BIPA) <br /> Surfing Trials Steering Committee to promote, produce, and coordinate the 37th Annual BIPA <br /> Surfing Trials, which is scheduled to take place in August 2023 at Honoli`i Beach Park; and <br /> WHEREAS, the BIPA Surfing Trials promotes surfing as an important international <br /> sport with Hawaiian cultural origins and also supports Hawaii Island's youth who participate in <br /> this drug-free and alcohol-free event; and <br /> WHEREAS, BIRCDC is requesting funds to cover necessary expenses relating to the <br /> 37th Annual BIPA Surfing Trials, including, but not limited to, special-duty police officers, <br /> trophies, and a public address system; and <br /> WHEREAS, the Department of Liquor Control supports this event as it is in keeping with <br /> its goals to promote family-friendly activities in a drug-free and alcohol-free environment; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 2 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Big Island Resource Conservation and Development <br /> Council for expenses relating to the 37th Annual Big Island Pro-Am Surfing Trials event. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br /> transfers/appropriates the following amount as set forth below: <br />
