RESOLUTION NO. 3
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO SUPPORT THE
37TH ANNUAL BIG ISLAND PRO-AM SURFING TRIALS EVENT.
WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is
a 501(c)(3) nonprofit organization that conserves, enhances, and promotes the economic,
cultural, and natural environment of Hawaii; and
WHEREAS, BIRCDC is working in partnership with the Big Island Pro-Am (BIPA)
Surfing Trials Steering Committee to promote, produce, and coordinate the 37th Annual BIPA
Surfing Trials, which is scheduled to take place in August 2023 at Honoli`i Beach Park; and
WHEREAS, the BIPA Surfing Trials promotes surfing as an important international
sport with Hawaiian cultural origins and also supports Hawaii Island's youth who participate in
this drug-free and alcohol-free event; and
WHEREAS, BIRCDC is requesting funds to cover necessary expenses relating to the
37th Annual BIPA Surfing Trials, including, but not limited to, special-duty police officers,
trophies, and a public address system; and
WHEREAS, the Department of Liquor Control supports this event as it is in keeping with
its goals to promote family-friendly activities in a drug-free and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Liquor Control to provide a grant to Big Island Resource Conservation and Development
Council for expenses relating to the 37th Annual Big Island Pro-Am Surfing Trials event.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
