Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 196-23, reports as follows:
Resolution No. 196-23, transmitted by Heather L. Kimball, via Communication No. 333, dated
June 8, 2023, authorizes the payment of funds of a later fiscal year and of more than one fiscal year
for a multi-year license agreement of real property for the County of Hawaii Department of Parks and
Recreation with Edmund C. Olson Trust, owner of Tax Map Key: 2-6-008:026 in Hilo, Hawaii.
This resolution would authorize the Mayor to enter into a 10-year license agreement commencing
on August 1, 2023, and ending on July 31, 2033, for a yearly fee of one dollar for the installation of
fencing to restrict access of feral pigs and other wild animals.
Parks and Recreation Director Maurice Messina was available in chambers to answer questions.
Director Messina explained that there has not been activities for the kids in the field because of the
feral pig population. The Director said he met with Ed Olson Trust and said this fencing will allow
us to give the field back to the kids. He further stated that the fencing runs through a portion of the
Ed Olson Trust property, and the County, and that the cost of the fence is approximately $16,000.
Pursuant to Section 10-11 of the Hawaii County Charter, any contract, lease or other obligation
requiring the payment of funds from the appropriations of a later fiscal year or of more than one
fiscal year shall be made or approved by resolution.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Resolution No. 196-23, and recommends its adoption.
