ROLL CALL: Present: Ms. Cindy Evans, Acting Chair Ms. Michelle M. Galimba, Member Mr. Holeka Goro Inaba, Member Ms. Jenn Kagiwada, Member Ms. Ashley L. Kierkiewicz, Member Ms. Rebecca Villegas, Member Absent& Excused: Mr. Matt Kaneali`i-Kleinfelder, Member Ms. Heather L. Kimball, Member Ms. Susan L. K. Lee Loy, Member STATEMENTS The Chair directed the Committee to proceed to the next order of business, FROM THE Statements from the Public on Agenda Items. PUBLIC ON AGENDA ITEMS: (There were none.) ACTING CHR. EVANS: The Chair, Mr. Kaneali`i-Kleinfelder is absent. So, as the Vice Chair, I'm going to be chairing the meeting today. So, thank you for joining us. I am Cindy Evans, and I am the Vice Chair of this committee. Please read in Communication 12.12. COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 12.12: REPORT OF FUND TRANSFERS AUTHORIZED: MAY 1 — 15, 2023 From Controller Kay Oshiro, dated May 23, 2023. Motion to Close File: Mr. Inaba moved to close file on Comm. 12.12. Seconded by Ms. Kagiwada. ACTING CHR. EVANS: Do we have the Controller or representative here? FC-13 June 20,2023 MR. HENRICKS: I would wager that Ms. Sako is in the Hilo Chambers if anybody has any questions. If she's not, we can quickly locate her if anybody has any questions. ACTING CHR. EVANS: Member Galimba? MS. GALIMBA: Chair, I'd like to ask about the transfer from the Ka`u Police Department to the Hamakua Police Department if someone is available. There's an amount of, I believe, it was $55,000 that was transferred from the Ka`u Police Department to the Hamakua Police Department. This is regular S&W(Salaries and Wages), "due to recruit position funding allocated to permanent Police Officer positions in this district and staffing shortage." So, I was just wondering if you had a little more details on that, because I didn't quite understand what that meant. (Note: At this time, Finance Controller Kay Oshiro came forward to address the members of the Committee.) MS. OSHIRO: Sorry, I'm trying to figure out which transfer number that is. MS. GALIMBA: Let's see, transfer number? ACTING CHR. EVANS: It's 79. MS. GALIMBA: Okay. MS. OSHIRO: So, the transfers between the districts is something that happens every fiscal year depending on where the vacancies are, but your question is a detail of which positions? Is that what you're asking? MS. GALIMBA: Right. So it says, "due to recruit position funding allocated to permanent Police Officer positions in this district and staffing shortage." So, it was just a little confusing to me on what that meant. Was the recruit position funding in the Ka`u Police S&W, or was that in Hamakua? And where was the staffing shortage? So, I'm a little bit confused on what that all means. MS. OSHIRO: Okay, I'd have to check with the Police Department. Just in general transfers, depending on where the vacancies occur versus where the budgeting happened, you know, is something that happens every fiscal year. But your question about where the shortages were and which direction the description ties to, I would have to check with the department. MS. GALIMBA: Okay, thanks. Could you get back to me? Vote on Comm. 14.10: Mr. Inaba moved to close file on Comm. 14.10.
