Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 199-23, reports as follows:
Resolution 199-23, transmitted via Communication No. 339 dated June 22, 2023, and introduced
by Council Member Susan L. K. Lee Loy, urges Governor Josh Green, M.D., to issue an
emergency proclamation to provide relief for damages, losses, and suffering and to protect the
health, safely, and welfare of the people affected by the hazardous conditions at the property
formerly known as Uncle Billy's Hilo Bay Hotel.
This resolution seeks to expedite the removal of blighted structures that pose a risk to the
community based on numerous fires, squatters, illegal activity, and security issues that were
reported since its closure in 2017.
Member Lee Loy introduced Dawn Chang, Chair of the Board of Land and Natural Resources,
who attended via videoconference. Ms. Chang spoke in favor of the resolution.
Several members spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 199-23, and recommends its adoption.
