SOLUTION NO. 206 23
A RESOLUTION APPROVING THE NOMINATION OF MEMBERS TO THE
NATIONAL ASSOCIATION OF COUNTIES BOARD OF DIRECTORS AND THE
WESTERN INTERSTATE REGION BOARD OF DIRECTORS.
WHEREAS, Hawaii County is a member of the Hawaii State Association of Counties
(HSAC), the National Association of Counties (NACo), and the Western Interstate Region
(WIR); and
WHEREAS, the HSAC Executive Committee, on June 26, 2023, approved nominees for
the NACo Board of Directors and the WIR Board of Directors for the respective terms beginning
July 1, 2023, as identified in Exhibit 1 attached hereto; and
WHEREAS, HSAC Bylaws state that Council approval is required to approve the
nomination of representatives to the NACo Board of Directors and the WIR Board of Directors;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
KipuKai Kuali`i, Kauai County Council; Tommy Waters Honolulu City Council; and Ashley
Kierkiewicz, Hawaii County Council (NACo presidential appointee) are approved to serve on
the NACo Board of Directors for the term beginning July 1, 2023.
BE IT FURTHER RESOLVED that Shane Sinenci, Maui County Council and Susan
Lee Loy, Hawai`i County Council are approved to serve on the WIR Board of Directors for the
term beginning July 1, 2023.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the President and the Secretary of the Hawaii State Association of Counties.

Aloha Chair,
Attached for your consideration are the nominations for NACo and WIR Board of
Directors for Hawaii State Association of Counties (HSAC), which were approved by the
HSAC General Membership on June 26, 2021
The following nominations to the NACo and WIR Board of Directors are for the
2023-2024 term:
1.NACo Board of Directors:
a)KipuKai Kuali`i, Kauai County Council
b) Tommy Waters, Honolulu City Council
c)Ashley Kierkiewicz,Hawaii County Council (NACo presidential appointee)
2. WIR Board of Directors
a) Shane Sinenci, Maui County Council
b) Sue Lee Loy,Hawaii County Council
Please note that pursuant to Section SA and SC of the HSAC Bylaws, the HSAC
Executive Committee shall nominate individuals who are elected officials to serve in.the
positions provided. Each council shall pass a resolution nominating the NACo and WIRBoardof
Directors. After all councils have approved the nominees, the HSAC President shall forward the
nominations to the NACo and WIR President and Board of Directors for consideration.
Please take council action via resolution seeking the approval for the nominations and
once your county has reviewed, email hsac;a�,hawaiicounties.org with the resulting outcome.
