Re: Support for Bill 48 with amendments

Aloha Madam Chair and members of the County Council,
The Hawai'i Island Group of the Sierra Club of Hawai'i supports Bill 48 and would like to
express our mahalo for this big step in facing the certainty of climate change and the serious
social and economic challenges this change will certainly bring.
We would like to express two concerns and request amendments to the proposed legislation to
address these:
1. Bill 48 does not sufficiently define"stakeholders"to the extent there is reasonable assurance
organizations and groups whose purposes and missions are congruent with the purposes of the
proposed Office of Sustainability, Climate, Equity, and Resilience, such as the HIG, the
Association of Hawaiian Civic Clubs on Moku 0 Keawe, etc. will be a part of the regular
meetings described therein.
2. Bill 48 does not sufficiently define"regular meetings"to the extent there is reasonable
assurance such meetings shall be public meeetings to be also held when inevitable unforeseen
conditions and circumstances develop that need to be addressed in a timely manner.
