Subject: Testimony HI County Bill 48
In general principal, I cautiously support Hawaii County Bill 48, and the creation of the Office of Sustainability, Climate,
Equity, and Resilience(OSCER).
Honestly, I don't LIKE having to add additional bureaucracy, staff, and yet more tax dollars to create and direct the
priorities and efforts that SHOULD be inherent in ALL government offices and functions already, but if OSCER is
developed and empowered appropriately such that it can and does direct and require the significant changes necessary
to move from our current status quo to truly respectful, sustainable, and environmentally clean/safe systems, actions,
and decisions-then I will support this bill.
I and many in my local community of friends, co-workers and concerned activists have become quite sickened by good-
ol-boy-corrupted politics, agencies, and policies that continue to sacrifice our land, air,water, local communities, and
truly clean energy opportunities for dark, dirty deals that
benefit only wealthy campaign contributors.
OSCER must have the authority necessary to change the course that has brought us to the point of needing OSCER.
OSCER must be designed differently.
OSCER must be staffed differently.
OSCER must be founded upon ethical, scientific knowledge and research.
OSCER must be independent- beyond the political cancer of manipulation, control, and corruption-of which there is
plenty in our county and our state. (I have several prime examples from the past few years.)
Otherwise,this admirable goal will very likely be just another layer of ineffective bureaucracy and waste
So I request: Please either do this right or don't waste our time and our tax dollars.
