The OSCER will facilitate a systems-based approach that will enable us to deliver policies and programs that effectively balance social, environmental, and economic factors while avoiding unintended and undesirable consequences.The OSCER would enhance internal and external coordination and foster interdepartmental collaboration and synergy.This coordination is crucial for the successful implementation of policies and our ability to achieve important sustainability and resilience outcomes. Bill 48 prioritizes equity and environmental justice.The bill allows for a focus on disadvantaged populations and aims to guarantee the equitable distribution of program benefits to all county residents.The commitment to inclusivity and equity demonstrated is notable and can serve as a blueprint for other regions. In addition,the proposed establishment of a Climate Action Revolving Fund is an innovative strategy.This fund would support policies and programs that align with OSCER's goals while generating cost savings that can be used to help sustain the office and its programs. The establishment of OSCER will position Hawai'i County as a leader in sustainability, adaptation to climate change, and community resilience. It will allow us to take proactive measures to preserve our natural resources, heal our planet, and create a thriving, sustainable community. We have an obligation and responsibility to create a Hawaii (and the planet) that is livable for future generations.The framework offered by the OSCER will help us meet this critical obligation.
