Re: Creation of the office of Sustainability, Climate, Equity, and Resilience (OSCER)
Many of the challenges Hawaii County experiencing is the result of an accumulation of poorly
addressed issues. Yet, unmanaged development persists with disregard for waste and a flagging
county infrastructure. The challenges of climate change will only exacerbate and compound these
issues.
The complexity of these issues requires the county to draw on internal, state, and federal resources
for assistance. The county must do better at a coordinated response incorporating sustainability,
mitigation, adaptation, and resilience, while reducing overall cost. Hawaii County needs an
ombudsman office that speaks for, and efficiently coordinates the health and vitality of Hawaii island
and it's people.
I strongly support a cabinet level OSCER to coordinate county action both internally and externally.
An effective integrated response to challenges of sustainability and resilience is necessary.
