Subject: HSAC General Membership Meeting -December 16, 1999
The following highlights of the HSAC General Membership Meeting of December 16, 1999 are herewith submitted:
r General Membership Meeting Minutes of June 24, 1999 -approved.
Y Treasurer's Reports for June through October 1999 -approved
Y Executive Committee Minutes of June 24 through October 22, ] 999 -approved.
Y Presentation by Mr. William Anonsen, American Hawaii Cruises, on the cruise-ship industry
Y Presentation by Mr. Mike McCartney, Director, Department of Human Resources Development , on civil
service reform.
Mr. Anosen's comments were supportive of the cruise ship industry and spoke of the millions of dollars that are
expended annually. Many shortcomings have been identified, with improvements to [he Kailua-Kona pier among
the more critical.
Mr. McCartney provided insight on a proposed omnibus bill on civil service reform. Among the things currently
being considered are:
A redefinition of the phrase merit system.
Equal pay for equal work. Let local governments negotiate their own personnel system.
Give [he Department of Education greater flexibility. Give DOE direct control of al] its employees.
Eliminate mandatory arbitration. Give the unions the right [o strike. Allow arbitration only when both sides
agree.
Establish Performance Based Pay for senior managers. Give money to departments and le[ [he departments
manage it.
Eliminate the use of overtime in retirement computations,
Streamline the overpayment policy. Provide for immediate deductions. Make the employee responsible for
challenges.
Provide for options for downsizing. Allow "early out" or "bonus payments" far voluntary separation. (gyp

Provide for Health Fund cost containment. Give money to unions and have them provide benefits. 10-14 yeazs
of service, 50%; 15-24 yeazs of service, 75%; 25 + yeazs of service, 100%.
Employee Stock Ownership programs - If government privatizes, allow displaced employees to form an entity
and contract provide that service.
The next meeting of the General Membership will be a[ the HSAC Yeaz-End Conference which will be hosted by
Maui County. The date and time will be announced at a later date.
