D, AND E LANDS Copy of letter to Harold S. Masumoto, State Planning Director, from Planning Director Duane Kanuha, dated November 7, 1990, commenting on the proposed legislation to exclude golf courses and driving ranges as permitted uses on agricultural lands classified as C, D, or E. States, in summary, that the present statute provides for the State's interest in the initial disposition of agricultural lands while providing a healthy balance of home rule determination for the County governments, but beyond that, they do not believe that the State should be actively involved in related issues which are primarily within the County's role and responsibility; therefore, states they cannot support the proposed legislation. Comm. 2121: ZONING VIOLATION COMPLAINT - KONA ACRES From Meyer and Alice Goo, dated November 10, 1990, informing of a zoning violation in Kona Acres subdivision. PC-44 Page 2 November 28, 1990 Comm. 2124: GENERAL PLAN AMENDMENT (SAKAMOTO ELECTRICAL SERVICE AND APPLIANCE, INC.) RESOLUTION NO. 175-90 TMK: 7-6-24:31 From Planning Director Duane Kanuha, dated November 8, 1990, stating that they have completed their study to determine the feasibility of amending the General Plan to redesignate the above-captioned property from Low Density Urban to Medium Density Urban, as requested by Council Resolution No. 175-90, and recommending that the General Plan land use designation of Medium Density Urban be initiated. Transmits their Analysis in which they conclude that the redesignation would be an appropriate land use pattern for that section of Kona. Comm. 2127: TIME EXTENSION REQUEST KALOKO LIGHT INDUSTRIAL SUBDIVISION ORDINANCE NO. 88 111 (AMENDED ORDINANCE 83 38) TMK: 7-3-51: PORTION 1 Copy of letter to Gary T. Okamoto, Vice President, Wilson Okamoto & Associates, from Planning Director Duane Kanuha, dated November 16, 1990, informing that, to date, neither the Improvement District for Kaloko Light Industrial Subdivision has been accepted by the Council, nor has the road been constructed; therefore, they are not allowed to proceed with their second increment until Condition F has been complied with. Further, states since the time in which to construct the roadway has expired, a time extension request shall be filed with their office, accompanied by reasons for the request and a $100 filing fee. Comm. 2128: CHANGE OF ZONE ORDINANCE NO. 83 40 APPLICANT: KOHALA CORPORATION A-20a TO A-5a TMK: 5-5-07:PORTION OF 10 (REZ 451) Copy of letter to James Trump, Land Manager, Chalon International of Hawaii, Inc., from Planning Director Duane Kanuha, dated November 16, 1990, regarding Tax Map Key 5-5-7:22 (Kinoshita property). Informs, the zoning of the second increment of the proposed development is granted with an effective date of November 15, 1990, and that subdivision plans for the second increment shall be submitted on or before November 15, 1991, pursuant to Condition C.
