Your Policy Committee on Climate Resilience and Regenerative Agriculture, to which was
referred Resolution No. 203-23, reports as follows:
Resolution No. 203-23, transmitted by Director Douglass Adams, via Communication No. 361,
dated June 29, 2023, adopts the 2023 Integrated Climate Action Plan as the County's official
strategic plan to achieve its emissions mitigation and climate adaptation goals and targets.
This resolution seeks to mitigate the County's greenhouse gas emissions and reinforce County
assets, services, and infrastructure to adapt to the impacts and hazards of climate change.
Research and Development Director Doug Adams was present in the Kona chambers while
some of his team, Kendra Obermeier, Jake Sykes, and Bethany Morrision of Planning were
available in Hilo to answer any questions about The Integrated Climate Action Plan.
There was also one written testimony submitted in favor of the Action Plan and one testifier via
Zoom who was in opposition.
Your Committee on Climate Resilience and Regenerative Agriculture is in accord with the
purpose and intent of Resolution No. 203-23, and recommends its adoption.
