HomeMy WebLinkAboutRES 207 Draft 01 2022-2024 COUNTY OF HAWAII - STATE OF HAWAII ' 'Tp OF•NF,� RESOLUTION NO. 207 23 A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE,AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO KOHANAIKI GHANA. WHEREAS, Section 10-15 of the Hawai`i County Charter establishes the Public Access, Open Space, and Natural Resources Preservation Fund, to acquire lands and easements in the County of Hawai`i for public outdoor recreation and education; and WHEREAS, Section 10-16 of the Hawai`i County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter "Maintenance Fund"), to preserve these lands, promote public safety, and maintain healthy land stewardship; and WHEREAS, Section 10-16(h) of the Hawai`i County Charter provides that the Maintenance Fund may be used for a stewardship grant program for properties purchased via the Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid project funding for stewardship projects; and WHEREAS, Kohanaiki `Ghana is a 501(c)3 nonprofit organization whose mission is to enrich the social understanding and appreciation of Hawai`i's native culture and environments and to protect the natural and cultural resources and historic treasures along the Kohanaiki and 0'oma coastline of Hawai`i Island; and WHEREAS, Kohanaiki `Ohana submitted a Maintenance Fund stewardship grant application to continue providing land stewardship and cultural education for the `O`oma Beach property, in the District of North Kona(TMK: (3) 7-3-009:004), and acquired via the Public Access, Open Space, and Natural Resources Preservation Fund after adoption of Resolution No. 276-12; and WHEREAS, during its September 12, 2022, meeting and pursuant to Section 2-217 of the Hawai`i County Code 1983 (2016 Edition, as amended),the Public Access, Open Space, and Natural Resources Preservation Commission forwarded a positive recommendation for this project to the Director of Finance; and WHEREAS, Communication No. 336, issued by the Director of Finance on June 13, 2023, submitted for the Council's consideration six applicants for stewardship grants for the period of July 1, 2023, through June 30, 2024, for various properties that have been acquired by the County using the Public Access, Open Space, and Natural Resources Preservation Fund; and WHEREAS, the Director of Finance in Communication No. 336 recommends that Kohanaiki `Ghana will be able to complete its project in accordance with the project description submitted and in strict adherence to the conditions governing the Maintenance Fund; and WHEREAS, the Council finds that awarding a stewardship grant to Kohanaiki `Ohana will allow it to continue its ongoing efforts, such as (1) monitoring and protecting native flora and fauna; (2) coastal maintenance through beach cleanups in conjunction with the National Park Trails Program; (3)propagation and out-planting of native coastal plants to prevent erosion and to restore habitat; (4) removal of invasive species; and (5) collaboration with the community and local charter schools to educate and promote stewardship,to achieve the above goals that enhance and solidify the community component of this project; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, pursuant to Section 10-16(h) of the Hawai`i County Charter, a Maintenance Fund stewardship grant shall be awarded to Kohanaiki `Ohana in the amount of$38,220. BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Hawai`i County Charter, funds from the stewardship grant awarded by this resolution shall be used for public safety maintenance and preservation of the `O`oma Beach property in the District of North Kona (TMK: (3) 7-3-009:004). BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Finance. Dated at Kona , Hawai`i, this 16th day of August , 2023 .
