A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO HAWAIʻI WILDLIFE FUND.
WHEREAS, Section 10-16 of the Hawai‘i County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) “to
preserve the land, promote public safety, and maintain a healthy stewardship”; and
WHEREAS, Section 10-16(h) of the Hawai‘i County Charter provides that the Maintenance Fund may be used for a stewardship grant program for properties purchased via the Public Access,
Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid project funding for stewardship projects; and
WHEREAS, Hawaiʻi Wildlife Fund is a 501(c)3 nonprofit organization that is dedicated to the conservation of Hawaiʻiʻs native wildlife through research, education, and advocacy; and
WHEREAS, Hawaiʻi Wildlife Fund submitted a Maintenance Fund stewardship grant application to continue providing ecosystem monitoring, land stewardship and protection of the native wildlife
of the Kahuku Coastal property, which is situated in the District of Kaʻū (TMK: (3) 9-2-001:75), and acquired via the Public Access, Open Space, and Natural Resources Preservation Fund
after adoption of Resolution No. 49-11; and
WHEREAS, during its September 12, 2022, meeting and pursuant to Section 2-217 of the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources
Preservation Commission forwarded a positive recommendation for this project to the Director of Finance; and
WHEREAS, Communication No. 336, issued by the Director of Finance on June 13, 2023, submitted for the Council’s consideration six applicants for stewardship grants for the period of
July 1, 2023, through June 30, 2024, for various properties that have been acquired by the County using the Public Access, Open Space, and Natural Resources Preservation Fund; and
WHEREAS, the Director of Finance in Communication No. 336 recommends that Hawaiʻi Wildlife Fund will be able to complete its project in accordance with the project description submitted
and in strict adherence to the conditions governing the Public Access, Open Space, and Natural Resources Preservation Maintenance Fund; and
WHEREAS, the Council finds that awarding a stewardship grant to Hawaiʻi Wildlife Fund will allow it to continue its ongoing efforts, such as (1) monitoring and protecting native flora
and fauna; (2) coastal maintenance through beach cleanups in conjunction with National Park Trails Program; (3) propagation and out-planting of native coastal plants to prevent erosion
and to restore habitat and removal of invasive species; (4) acting as a supportive collaborator to the Hawaiʻi Island Hawksbill Turtle Recovery Project; and (5) enhancing hawksbill turtle
nesting success through predator control; and
WHEREAS, the Council further finds that awarding a stewardship grant to Hawaiʻi Wildlife Fund will benefit the community-at-large by demonstrating that maintenance fund monies can be
utilized to preserve the land, promote public safety, and maintain a healthy stewardship of those properties that have been acquired using Public Access, Open Space, and Natural Resources
Preservation funding; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 10-16(h) of the Hawai‘i County Charter, a Maintenance Fund stewardship grant shall be awarded to Hawaiʻi
Wildlife Fund in the amount of $15,748.00.
BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Hawai‘i County Charter, funds from the stewardship grant awarded by this resolution shall be used for protection of native
wildlife and preservation of the Kahuku Coastal Property in Kaʻū acquired through the Public Access, Open Space, and Natural Resources Preservation Fund, identified as tax map key (3)
9-2-001:075.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Finance.
