A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT IN THE GEOTHERMAL RELOCATION AND COMMUNITY
BENEFITS FUND TO HIRE SECURITY FOR ISAAC KEPOʻOKALANI HALE BEACH PARK.
WHEREAS, Chapter 2, Article 36, of the Hawai‘i County Code 1983 (2016 Edition, as amended), established the Geothermal Relocation and Community Benefits Program; and
WHEREAS, pursuant to Chapter 2, Article 36, Section 2-179, of the Hawai‘i County Code 1983 (2016 Edition, as amended), the special fund known as the Geothermal Relocation and Community
Benefits Fund is administered by the Planning Department; and
WHEREAS, pursuant to Chapter 2, Article 36, Section 2-181, of the Hawai‘i County Code 1983 (2016 Edition, as amended), allowable expenditures for public purposes relating to the Geothermal
Relocation and Community Benefits Program include, but are not limited to, road improvements, water infrastructure, land acquisition, parks and recreational facility needs, civil defense,
and mass transit improvements, provided that appropriations are recommended by the Planning Director and adopted by the Hawai‘i County Council; and
WHEREAS, Isaac Kepoʻokalani Hale Beach Park was partially inundated by the 2018 Kīlauea eruption and is undergoing restoration by County, State, and community stakeholders; and
WHEREAS, the Kīlauea Eruption Recovery Team and the office of Council District 4 convened Pohoiki area ‘ohana, property owners, and appropriate stakeholders to plan the restoration of
Isaac Kepoʻokalani Hale Beach Park; and
WHEREAS, the year-long “Revitalize Pohoiki” engagement process subsequently received input from Puna-wide communities to gauge the public’s priorities and concerns regarding the restoration
of the beach park and stewardship of the Pohoiki ahupua‘a, and one of
the top priorities is to ensure Isaac Kepoʻokalani Hale Beach Park is a safe gathering and recreational space for keiki, kupuna, ‘ohana, and visitors; and
WHEREAS, the Geothermal Relocation and Community Benefits Program was designed to help fund and address the needs and concerns of the Lower Puna region; and
WHEREAS, Resolution No. 450-22 was adopted on August 3, 2022, which transferred $360,000 in the Geothermal Relocation and Community Benefits Fund for the Department of Parks and Recreation
to hire security 24 hours a day, seven days a week at Isaac Kepoʻokalani Hale Beach Park; and
WHEREAS, in 2023, the cost for security increased by $40,000, creating a need for additional funding to ensure the successful continuation of this service; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that in accordance with Chapter 2, Article 36, Section 2-181, of the Hawai‘i County Code 1983 (2016 Edition, as amended), and with
the approval of the Planning Director, the following amount be and is hereby transferred and appropriated as set forth below:

BE IT FURTHER RESOLVED that $400,000 from the Geothermal Relocation and Community Benefits Fund will be utilized to hire security for Isaac Kepoʻokalani Hale Beach Park.
BE IT FURTHER RESOLVED that the Department of Parks and Recreation and the Department of Research and Development support prototyping a community-based security and
education program that empowers residents with a strong knowledge of and/or connection to Pohoiki to take care of and steward this storied place.
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Honorable Mayor, the Director of Parks and Recreation, the Planning Director, and the Director
of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
