Funds will be utilized to develop of a Priority Climate Action Plan and Comprehensive Climate Action Plan in coordination with the State Climate Change Mitigation and Adaptation Commission. Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $350,000 to the Department of Research & Development's "Climate Pollution Reduction Grant" account. REQUEST: 1. A resolution authorizing the Department of Research and Development to enter into an agreement with the Department of Land and Natural Resources and to accept a subaward of$350,000.00 for development of Statewide Priority and Comprehensive Climate Action Plans in coordination with the Hawaii Climate Change Mitigation and Adaptation Commission. 2. A Bill for Ordinance to Accept and Appropriate the $350,000.00 Subaward to Research and Development. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The EPA Climate Pollution Reduction Grant(CPRG) is a $5 billion dollar allocation of the 2022 Inflation Reduction Act dedicated to spurring nationwide climate action planning and development of statewide Climate Action Plans through formula planning grants and competitive implementation grants. The State of Hawaii Climate Change Mitigation and Adaptation Commission has received $3 million in formula grants for the planning and development of a Priority Climate Action Plan and a Comprehensive Climate Action Plan which will then qualify selected climate action projects for competitive federal funding. The Department of Research and Development has requested to enter into an agreement with the State Department of Land and Natural Resources to accept a subaward of$350,000.00 of the State's allocated $3million planning funds to conduct equitable community engagement for community based climate action planning.
