Re: Resolution to Extend a Temporary Position
Enclosed is a resolution to extend the use of position 00-05145 (Economic Development
Specialist III (TEMP)) for an additional three months. Funding for this position was
through a federal grant from the Department of Health and Human Services (HHS) and
was scheduled to end on June 30, 2023, but a no-cost extension to the HSS grant was
awarded to be used to maintain this position for an additional three months from July 1,
2023 through September 30, 2023. The position during this time will be partially funded
by the HSS grant(0.4 FTE), with the remainder coming from County funds.

A. REQUEST:
A resolution to maintain one (1)temporary position for an additional 3 months (July 1 -September 30, 2023)
in the Department of Research and Development(R&D). This position, Economic Development Specialist III
(SR-24, BU13) which was first filled in August 2021 is assigend to R&D Hilo Office. Requesting the full-time
position to be funded through the grant funds (0.4 FTE) and R&D funds (0.6 FTE) during this period (July 1,
2023 -September 30, 2023). Also requesting to waive the 5-day-hold period after approval of the Resolution.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In 2021,the U.S. Department of Health and Human Services (HHS) provided a $3 million Health Literacy
Grant for a program called Kuleana Health to advance COVID-19 and chronic disease health literacy efforts
to reach minority and underserved populations on Hawaii Island. In 2021, through a County's council action,
R&D was approved for a temporary position (1.0 FTE) to oversee the program until June 30, 2023. While the
grant was originally scheduled to end on June 30, 2023, R&D requested a no-cost extension (NCE)to NHS
in April 2023 and subsequently received an approval on May 1, 2023. The County's request for an additional
3 months via a NCE details that the County would require the 0.4 FTE of the Economic Development
Specialist (EDS) III to oversee the program activities and complete reports. During this NCE period, R&D
plans to maintain a full-time EDS III position through the grant funds (0.4 FTE)for grant-related activities and
R&D funds (0.6 FTE) for non-grant activities.
