Re: Agreement with the United States Department of Commerce National Oceanic and
Atmospheric Administration
Enclosed is a resolution to enter into an agreement with the United States Department of
Commerce National Oceanic and Atmospheric Administration. This agreement is to
support NOAA's South Point Weather Radio Communication network by allowing
NOAA to house and maintain their equipment on a County of Hawaii ("COPT") cell
tower located in South Point, specifically the COH Radio Repeater site identified as
WQWD759.
The Civil Defense Agency requests that this resolution be waived from the Finance
Committee and be placed on the August 2, 2023 Council agenda in order to expedite this
transaction.

A. REQUEST:
Multi-year resolution: A ten (10) year contract tentatively valued at$1,988.16 per year, for a total of
$19,881.60 to support NO 's Weather Radio communication network. This allows NOAA the capability to
transmit weather information on the weather band. Tower is located at the County of Hawaii Radio Repeater
site located at South Point WWD759.
*Request to waive committee and expedite the process given unexpected delays obo the COH and the need for
NOAA to be able to proceed quickly.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL_ SHEETS AS NEEDED):
Contract seeks to provide NOAA the continued use of the site to maintain their equipment to transmit
weather information. In exchange, NOAA reimburses Civil Defense a portiion of the operating cost to run the
microwave network.
County of Hawaii currently supports NOAA's equipment on the Naalehu Pasture Tower which allows them
the capability to transmit weather information.
In addition, NOAA did utilize the South Point location up to 6-30-22, but the contract expired and no current
contract was put into place.

RE: Resolution No. 213-23 RESOLUTION AUTHORIZING THE
MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES
DEPARTMENT OF COMMERCE NATIONAL OCEANIC AND ATMOSPHERIC
ADMINISTRATION
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
