Lee Loy, Council Member SUBJECT: Proposed Amendments to Resolution No. 199-23; a Resolution Urging Governor Josh Green, M.D., to Issue an Emergency Proclamation t0 Provide Relief for Damages, Losses, and Suffering and to Protect the Health, Safety, and Welfare of the People Affected by the Hazardous Conditions at the Property Formerly Known as Uncle Billy's Hilo Bay Hotel. The following are offered as proposed amendments to Resolution No. 199-23. The amendments are illustrated below in Ramseyer format as applied to the current contents of Resolution No. 199-23. Material to be deleted is bracketed and stricken; material t0 be added is underscored. 1. Resolution No. 199-23 is amended by amending the title to read as follows: "A RESOLUTION [URGING] EXPRESSING GRATITUDE TO GOVERNOR JOSH GREEN, M.D., [TOISSUE] FOR ISSUING AN EMERGENCY PROCLAMATION [TO PROVIDE RELIEF FOR DAMAGES, LOSSES, AND SUFFERING AND TO PROTECT THE HEALTH, SAFETY, AND WELFARE OF T14F PEOPLE AFFECTED BY THE41AZARDOU&CONDITI(WSATI RELATING TO THE PROPERTY FORMERLY KNOWN AS UNCLE BILLY'S HILO BAY HOTELH AND URGING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO COMMUNICATE THE CRITICAL PATHWAY AND TIMELINE TO ENSURE EFFICIENT IMPLEMENTATION AND COORDINATION WITH THE COUNTY." 2. Resolution No. 199-23 is amended by amending the BE IT RESOLVED clause to read as follows: "BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it hereby [urged expresses its sincere gratitude to Governor Josh Green, M.D., [te issue] for issuing an emergency proclamation on July 18, 2023, pursuant to Chapter Comm. Resolution No. 199-23 is amended by adding a BE IT FURTHER RESOLVED clause to read as follows: "BE IT FURTHER RESOLVED that the Council hereby urges DLNR Chair., Dawn Cham_ to communicate the critical pathway, timeline and responsibilities of stakeholders to ensure efficient implementation and coordination with the County of Hawai`i."
