No. 359lBill No. 54 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 9:01 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 54, reports as follows: <br /> Bill No. 54, transmitted by Finance Director Deanna Sako, via Communication No. 359 dated June 29, <br /> 2023, amends Ordinance No. 23-50, as amended, the Operating Budget for the County of Hawaii for <br /> the fiscal year ending June 30, 2024. <br /> This bill appropriates revenues in the Hawaii Community Foundation—Financial Empowerment <br /> Services (Private) account($200,000); and appropriates the same to the Hawaii Community <br /> Foundation—Financial Empowerment Services—Program account. Funds would be used to support <br /> no-cost financial and ownership counseling provided by a certified United States Department of <br /> Housing and Urban Development counseling service provider. <br /> Committee Chair Matt Kaneali`i-Kleinfelder encouraged Housing and Community Development <br /> Specialist Sharon Hirota to possibly add a financial literacy component to the Financial Empowerment <br /> Services. He mentioned that he has spoken to families and has heard of the lack of this education for <br /> youths and young adults and asked, if possible,to incorporate this component to its current Financial <br /> Empowerment resources.
