No. 359lBill No. 54 PLACE: Council Chambers Hilo, Hawaii TIME: 9:01 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 54, reports as follows: Bill No. 54, transmitted by Finance Director Deanna Sako, via Communication No. 359 dated June 29, 2023, amends Ordinance No. 23-50, as amended, the Operating Budget for the County of Hawaii for the fiscal year ending June 30, 2024. This bill appropriates revenues in the Hawaii Community Foundation—Financial Empowerment Services (Private) account($200,000); and appropriates the same to the Hawaii Community Foundation—Financial Empowerment Services—Program account. Funds would be used to support no-cost financial and ownership counseling provided by a certified United States Department of Housing and Urban Development counseling service provider. Committee Chair Matt Kaneali`i-Kleinfelder encouraged Housing and Community Development Specialist Sharon Hirota to possibly add a financial literacy component to the Financial Empowerment Services. He mentioned that he has spoken to families and has heard of the lack of this education for youths and young adults and asked, if possible,to incorporate this component to its current Financial Empowerment resources. Ms. Hirota stated that she will continue to work on this with her team. Your Committee on Finance is in accord with the purpose and intent of Bill No. 54, and recommends its passage on first reading.
