Your Committee on Finance, to which was referred Resolution No. 201-23, reports as follows:
Resolution No. 201-23, transmitted by Finance Director Deanna Sako, via Communication No. 358
dated June 29, 2023, authorizes the Mayor to enter into an agreement with the United States Department
of Housing and Urban Development.
This resolution allows for the receipt of$10 million which would be used to support the planning,
design, and construction cost of the Kukuiola Assessment Center and Emergency Shelter in
North Kona.
Committee Member Ashley L. Kierkiewicz expressed her gratitude towards Senator Brian Schatz for his
assistance in acquiring these funds for the County.
Committee Chair Matt Kaneali`i-Kleinfelder asked Housing and Community Development Specialist
Sharon Hirota, who appeared via videoconference, for comment, to which she expressed her
appreciation to the Council and asked for their support with this measure.
Committee Member Rebecca Villegas asked Ms. Hirota to provide details on how they plan to use these
funds. Ms. Hirota replied that these funds would go directly to the vertical building and the completion
of its construction. Ms. Villegas then asked Ms. Hirota if these were the same funds they previously
discussed, to which Ms. Hirota confirmed that they were and explained in more detail how these funds
would help this project.
Committee Member Michelle Galimba requested a brief overview of the Kukuiola Center and its
location. Ms. Hirota provided a detailed description of its location and what the center would look like
once completed.
Pursuant to Section 46-7, Hawaii Revised Statues, the Mayor of the County of Hawaii is authorized to
execute, on behalf of the County, this and all future agreements and related documents with the United
