SUBJECT: A Resolution Expressing Gratitude to Governor Josh Green, M.D., for Issuing an
Emergency Proclamation Relating to the Property Formerly Known as Uncle
Billy's Hilo Bay Hotel and Urging the Department of Land and Natural Resources
to Communicate the Critical Pathway and Timeline to Ensure Efficient
Implementation and Coordination with the County.
Please find attached Resolution No. 199-23, Draft 2. Resolution No. 199-23 was amended by the
contents of Communication Nos. 339.12 and 339.13. The Council voted to suspend Rule No. 23-
1(d) of the Rules of Procedure and Organization of the Council, which requires the holdover of a
substantively amended resolution, and adopted Resolution No. 199-23, as amended to Draft 2.
