SUBJECT: Proposed Amendment to Bill No. 56; an Ordinance Amending Chapter 2, Article
47, of the Hawaii County Code 1983 (2016 Edition, as Amended) Relating to the
Appropriation of Disaster Relief Funds for Damages, Losses, and Suffering
Caused by the 2018 Kilauea Eruption.
Please see the following proposed amendment to Bill No. 56. The amendment is illustrated
below in Ramseyer format as applied to the current contents of Bill No. 56 (material to be
deleted is bracketed and stricken; material to be added is underscored).
SECTION I of Bill No. 56 is amended by amending the definition of"Long-term resilience" in
Section 2-247 to read as follows:
"'Long-term resilience" means the capacity to adapt to changing conditions and to
prepare for, withstand, and rapidly recover from [disruptions to evefyday 1i
enviromnental, and economic shocks and stressors, with minimal human, environmental,
and economic costs, risks, and damages."
Due to the limited scope of the amendment, a draft of Bill No. 56, that would result if this
proposed amendment is adopted, is not attached.
