COUNTY OF HAWAII • STATE OF HAWAII <br /> RESOLUTION NO. 217 23 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF FIRST <br /> RESPONDERS FOR ITS GRIN CRISIS INTERVENTION TRAINING IN WEST <br /> HAWAII. <br /> WHEREAS, the life of a first responder is one of the most stressful in the nation; death, <br /> trauma, danger, increased risk, and exposure are some of the experiences first responders face on <br /> a daily basis; and <br /> WHEREAS, first responders have an ongoing need for various services and programs <br /> when exposed to repeated exposure to painful and provocative experiences, which can impose <br /> significant risks to their mental health; and <br /> WHEREAS, the GRIN Crisis Intervention Training that is scheduled for October 4-6, <br /> 2023, in West Hawai`i will equip attendees to: (1) understand the impact of critical incidents and <br /> job related stress on themselves and their coworkers; (2) identify signs and symptoms that <br /> someone is in need of help and then reach out to engage in a productive conversation; (3) <br /> identify resources; and (4) plan and conduct group crisis interventions; and <br /> WHEREAS, Friends of First Responders is a 501(c)(3) nonprofit organization <br /> committed to the health and wellness of first responders and their families on the big island; and <br /> WHEREAS, Friends of First Responders is requesting funds to assist with expenses for <br /> its GRIN crisis intervention training for first responders in West Hawai`i; and <br /> WHEREAS, the Department of Liquor Control supports organizations and programs that <br /> promote the health, safety, and the welfare of communities; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 7 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Friends of First Responders for expenses relating to its <br /> GRIN crisis intervention training for first responders in West Hawaii. <br />
