Subject: Affidavit of Publication, Posting, and Mailings
Pursuant to Section 12-10(f) of the Hawaii County Code 1983 (2016 Edition, as Amended),
attached is an affidavit attesting that the publication, posting, and mailings for the establishment
of a Water System Improvement District for Iki Place, Kohanaiki Homesteads, as proposed by
Resolution No. 164-23,has been completed.

I, Jon Henricks,being first duly sworn on oath, deposes and says:
I. That I am the duly appointed County Clerk of the County of Hawaii, and this affidavit is
true pursuant to Sections 12-10(e) and (f) of the Hawaii County Code 1983 (2016
Edition, as Amended),hereafter("the Code");
2. That pursuant to Sections 12-10 and 12-27 of the Code and Resolution No. 164-23,
adopted on June 21, 2023, the Hawaii County Council has determined to hold a public
hearing relating to the Water System Improvement District for Iki Place, Kohanaiki
Homesteads, located at Kohanaiki, North Kona, Hawaii on August 15, 2023;
3. That pursuant to Section 12-27(d) of the Code, the notice of improvement and hearing
shall be advertised, mailed, and posted in the same manner as provded in Section 12-10
of the Code;
4. That in accordance with Section 12-10(e)(1) of the Code, the notice of public hearing
was, or is set to be, duly published in the West Hawaii Today on July 29, 2023, August
5, 2023,August 8, 2023, and August 11, 2023;
5. That on July 31, 2023, in accordance with Section 12-10(e)(2) of the Code, copies of the
notice of public hearing were duly posted at the following locations, at least ten days
prior to the public hearing:
a. Matsuyama Food Mart, 73-4354 Mamalahoa Highway, Suite B, Kailua-Kona,
Hawaii
b. Matsuyama Market, 73-4040 Hulikoa Drive, Kailua-Kona, Hawaii
c. Kona Police Station, 74-611 Hale Maka`i Place, Kailua-Kona, Hawaii
d. Kailua-Kona (Kealakehe) Solid Waste Recycling and Transfer Station, 74-598
Hale Maka`i Place, Kailua-Kona, Hawaii; and

6. That on July 24, 2023, in accordance with Section 12-10(e)(3) of the Code, copies of the
notice of public hearing were duly mailed to all owners of the assessment units proposed
to be assesed, at least two weeks prior to the hearing.
