A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE FUTURE
TO ASSIST WITH EXPENSES RELATED TO THE CELEBRATE ‘OHANA FESTIVAL IN WEST HAWAI‘I.
WHEREAS, Friends of the Future is a 501(c)(3) nonprofit organization whose mission is to encourage sustained conversations based in mutual respect for diversity and to bring about shared
understanding and consensus within communities; and
WHEREAS, the Puakalehua Early Learning Consortium is a grass-roots organization made up of schools, agencies and other organizations dedicated to the advancement and strengthening of
early learning in West and North Hawai‘i communities; and
WHEREAS, Friends of the Future is working in partnership with Puakalehua Early Learning Consortium to host the “Celebrate ‘Ohana Festival” at the Old Kona Airport on December 9, 2023,
which will celebrate and honor the importance of setting a good foundation in the early years of every child; and
WHEREAS, Friends of the Future is requesting funds to assist with expenses such as snacks, drinks, supplies, equipment, portable luas, and other expenses related to conducting this
event; and
WHEREAS, one of the goals of the Department of Liquor Control is to support youth programs that promote educational activities in a drug- and alcohol-free environment, such as the Celebrate
‘Ohana Festival; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 8 will be appropriated to the Department of Liquor Control to provide a grant
to Friends of the Future for expenses related to the Celebrate ‘Ohana Festival in West Hawai‘i.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
