A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO ALA KAHAKAI TRAIL ASSOCIATION.
WHEREAS, Section 10-16 of the Hawai‘i County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) to
preserve the land, promote public safety, and maintain a healthy stewardship; and
WHEREAS, Section 10-16(h) of the Hawai‘i County Charter provides that the Maintenance Fund may be used for a stewardship grant program for properties purchased via the Public Access,
Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid funding for stewardship projects; and
WHEREAS, Ala Kahakai Trail Association is a 501(c)3 nonprofit organization with a stated mission to support and guide a community-managed trail that honors those who came before and
perpetuates for those to follow, with protocols and respect for Hawai‘i’s past, present, and future; and
WHEREAS, Ala Kahakai Trail Association submitted a Maintenance Fund stewardship grant application for $87,000 for a Waikapuna-Kaunāmano Heritage Preserve Ranger Program that will consist
of (1) hiring four contractors to assist with public safety, maintenance, and preservation as outlined in the Community Resource Management Plans, (2) providing waste services, sanitation,
and disposal, and (3) procuring an off-road or all-terrain vehicle for conservation duties; and
WHEREAS, situated in the district of Ka‘ū, the Waikapuna property, identified as tax map key (3) 9-5-007:016, and the Kaunāmano property, identified as tax map keys (3) 9-5-011:001,
004, 005, 006 and (3) 9-5-012:001, were acquired with the Public Access, Open Space, and Natural Resources Preservation Fund as authorized by Resolution Nos. 650-18 and 351-14, Draft
2, respectively; and
WHEREAS, pursuant to Section 2-217 of the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources Preservation Commission forwarded
a positive recommendation for this project to the Director of Finance during its meeting on September 12, 2022; and
WHEREAS, on June 13, 2023, the Director of Finance, via Communication No. 336, submitted for the Council’s consideration a list of applicants for six stewardship grants for the grant
year 2023, beginning July 1, 2023, through June 30, 2024, for various properties that have been acquired by the County using the Public Access, Open Space, and Natural Resources Preservation
Fund; and
WHEREAS, the Director of Finance, in Communication No. 336, recommends the stewardship grant be awarded to Ala Kahakai Trail Association and for it to complete its project in accordance
with the project description submitted and in strict adherence to the conditions governing the Maintenance Fund; and
WHEREAS, the Council finds that awarding a stewardship grant to Ala Kahakai Trail Association will benefit the community-at-large by demonstrating that Maintenance Fund monies can be
utilized to preserve the land, promote public safety, and maintain a healthy stewardship of those properties that have been acquired using the Public Access, Open Space, and Natural
Resources Preservation Fund; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that pursuant to Section 10-16(h) of the Hawai‘i County Charter, a Maintenance Fund stewardship grant shall be awarded to Ala Kahakai
Trail Association in the amount of $87,000 for its Waikapuna-Kaunāmano Heritage Preserve Ranger Program.
BE IT FURTHER RESOLVED that pursuant to Section 10-16(g) of the Hawai‘i County Charter, funds from the stewardship grant awarded by this resolution shall be used for the maintenance,
protection, and preservation of the Waikapuna and Kaunāmano properties that were acquired through the Public Access, Open Space, and Natural Resources Preservation Fund, identified
as tax map keys (3) 9-5-007:016, (3) 9-5-011:001, 004, 005, 006, and (3) 9-5-012:001.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Finance.
