Your Committee on Finance, to which was referred Resolution No. 210-23,reports as follows:
Resolution No. 210-23,transmitted by Committee Member Ashley L. Kierkiewicz, via
Communication No. 378 dated July 14, 2023,transfers/appropriates an appropriation out and from
a designated fund account and credits same to a designated fund account in the Geothermal Relocation
and Community Benefits Fund to hire security for Isaac Kepo`okalani Hale Beach Park.
This resolution transfers $400,000 from the Geothermal Other Current Expenses account; and
credits the Geothermal Parks and Recreation Other Current Expenses account to allow for the
continuation of around-the-clock security services.
Ms. Kierkiewicz provided a detailed overview on this measure.
Committee Chair Matt Kaneali`i-Kleinfelder, referring to past procedures, asked Finance Director
Deanna Sako if this resolution needed an accompanying bill to transfer and appropriate these funds.
Ms. Sako replied, stating there was no need for an accompanying bill because these funds have
existing accounts. Accompanying bills are only necessary when the department needs to create an
account for the fund transfer.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 210-23, and
recommends its adoption.
