BILL NO. 49—RELATING TO VACANCY IN OFFICE
I am writing to express concern about Bill No. 49, which proposes to amend Article III, Section
3-4 of the Hawaii County Charter. This amendment concerns the process for filling vacancies
within the County Council.
The proposed reduction in the appointment timeframe from thirty to five days following the
occurrence of a vacancy may not afford the community sufficient time to actively participate in
this pivotal process. A vibrant democracy relies heavily on the community's ability to gather
information, deliberate, and provide valuable insights on potential successors to a vacant
Council seat.
Moreover, the condensed timeline could hinder the comprehensive evaluation of prospective
candidates. There is also a risk that it could deter potential successors, who could make
valuable contributions, from considering the role due to the accelerated decision-making
process on their part.
While the endeavor to enhance efficiency in local governance is commendable, it is imperative
to ensure this does not compromise the quality of candidate evaluation, transparency, and,
most importantly, community participation.
