Subject: 8/1/23 OPPOSE 203-23 Adopt Integrated Climate Action Plan
Aloha. My name is Jojo Tanimoto and I live in Kawaihae, on Hawaiian Homes Lands-Kailapa Subdivision. Mahalo for the
opportunity to OPPOSE this Resolution.
1-In Kawaihae, from Queen Ka'ahumanu Highway to Akoni Pule Highway-at the boundary of Hawaiian Homes Lands, is clearly
marked by road signage-Tsunami Zone. Kawaihae is not included in this Climate Plan and the County needs to make this
inclusion along with Mitigation Plan.
2-This Kawaihae location is incorrectly considered only Federal and State authority. Perhaps that is why Kawaihae is not on this
County data.This is why this Climate Action Plan needs to include Hawaiian Homelands.The County water goes to the harbors,
septic tank systems are required to purchase homes, planning permits are required to build the homes, county property taxes
are collected,etc.Yet, safety measures for Hawaiian Homesteaders are not being considered.
3-Kawaihae Homesteads have no Evacuation Plan.One example is flooding from what was the Kawaihae Watersheds.Another
is mitigation measures for erosion.The watershed has been burned years ago. Kawaihae is a fire hazard.The Kailapa
subdivision is between two gulches without any escaping mitigation.
Please consider recognizing and including Kawaihae into the Climate Integrated Action Plan, before any approvals.
