Aloha council members, r
After much consideration, I ask that you support the mayor's nominees to the Kona Community Development Plan
Action Committee.
As I said in my previous testimony, it's heartening to see a diversity of backgrounds represented in this group. We can
only hope that they'll follow through by diving deep into the KCDP ordinance and its importance to the well-being of the
residents of this region. I'm especially heartened to see Nancy Pisicchio back on board. Hopefully she and long-time
KCDP AC member Charlie Young will help provide the historical connection to the plan that concerned me most about
the amount and lack of knowledge of the plan of the nominees.
I remain concerned that the administration's reason for replacing so many action committee members at one time was
for expediency. I also ask that council members recommend that the Planning Department and Action committee
members make clear and follow through with attendance requirements. After putting so much blood, sweat and tears
into moving our plan forward for over 15 years, I found it disconcerting to have a lack of quorum at the last KCDP AC
meeting due to a chronic absentee who showed up an hour and a half late without explanation. (n fact, she said she
forgot, had a couple other meetings and, actually, didn't know why she was late.) I ask that you make it clear to new
members of this committee that they are agreeing to make it their kuleana to understand the ordinance, show up to
meetings, and do their best to help move the plan forward for the sake of the community they represent.That kuleana
is especially important with the imminent design and implantation of the Open Space Network Plan and, hopefully,
other major components of the KCDP in the near future.
Mahalo especially to our West Hawai'i reps Inaba and Villegas for understanding the importance of these appointments
and for asking great questions of the candidates at the last hearing.The insight that discussion brought forward helps
insure that the general public--in all its variety and depth — is better represented on boards and commissions like this
one.
Best of luck to the nominees. I look forward to talking with you working together in the coming years on our award-
winning regional plan.
