Subject: Kapehu Wastewater Treatment Plant
Operation and Maintenance Inspection - EMD/WB 991051 ti
The County of Hawaii Wastewater Division has received the annual Operation and
Maintenance Inspection Report for the Kapehu Wastewater Treatment Plant and
provides the following corrective action plan to address the deficiencies cited in the
report.
Deficiencies:
1. BODs loading exceeded the design value during three (3) months of the year.
Sources contributing to the high BODsloadings should be identified and
prevented from entering the plant.
Grab samples are currently obtained on one (1) day of each month for
laboratory analysis. Sampling will be increased to a weekly basis in order to
provide a better cross-checking of actual BODS loading to the plant (versus a
single grab sample for each month).
Due to the low volume of influent to the plant, instantaneous BODs loadings are
significantly affected by small changes to the waste stream such as detergent
loads from domestic washing, therefore elimination of these high BODe loadings
is not practical.
2. An access cover should be provided for the seepage pit to allow for inspection.
The Wastewater Division will inspect the Seepage Pit utilizing Closed Circuit
Television equipment to confirm proper functioning by February 18, 2000. An
access cover will be installed by June 30, 2000 to allow routine inspection of the

3. The mixed liquor had a light gray color and appeared to be slightly septic. The
rocks in the tanks should be inspected to ensure that adequate biological
treatment is being provided.
Slightly gray coloration of the Mixed liquor for this plant is a normal condition.
Dissolved Oxygen is checked on a weekly basis to ensure proper operation of
the plant and to ensure the Mixed Liquor is not septic.
Adequate biological treatment is checked by BODS removal rates. Current
removal rates vary from a low of 91.2 percent to a high of 99.6 percent.
4. The sewer user charges are not adequate to cover the annual operational and
maintenance expenses for the Hawaii County Wastewater Treatment Facilities.
The Wastewater Division will be proposing revisions to the Hawaii County Code
to increase user rates. Target Completion date is June 30, 2000.
