Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 220-23, reports as follows:
Resolution No. 220-23, transmitted by Council Member Michelle Galimba, via Communication
No. 391, dated July 27, 2023, awards a Public Access, Open Space, and Natural Resources Preservation
Maintenance Fund Stewardship Grant to Ala Kahakai Trail Association.
This resolution would approve a grant of$160,000 to Ala Kahakai Trail Association, a 501(c)(3)
nonprofit organization to establish a Kaunamano Community Resource Management Plan to ensure the
conservation, preservation, and protection of Kaunamano Property in Ka`u, (Tax Map Keys: 9-5-011:001,
004, 005, 006 and 9-5-012:001), pursuant to Section 10-16(h) of the Hawai`i County Charter.
Council Member Galimba disclosed that her cattle ranch leases a portion of this property and she would
be recusing herself from voting on this matter.
Pursuant to Sections 10-16(g) and (h) of the Hawai`i County Charter, maintenance fund stewardship
grants may be awarded by resolution for the public safety maintenance and preservation of properties
acquired through the Public Access, Open Space, and Natural Resources Preservation Fund.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 220-23, and recommends its adoption.
