Your Committee on Governmental Operations and External Affairs,to which was referred
Resolution No. 223-23, reports as follows:
Resolution 223-23,transmitted via Communication No. 397 dated August 7, 2023, and
introduced by Council Member Ashley L. Kierkiewicz, strongly urges immediate action by the
Hawaii State Legislature, Department of Commerce & Consumer Affairs, and Hawaii Property
Insurance Association to address insurance accessibility on Hawai`i Island, particularly in Lava
Zones 1 and 2.
Several members spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 223-23, and recommends its adoption.
