RESOLUTION NO. 225 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
FIRST RESPONDERS TO ASSIST WITH EXPENSES FOR APPRECIATION WEEKS
IN 2024.
WHEREAS, in 1974 President Gerald Ford declared the first"National Emergency
Medical Services Week"to honor those who provide both help and hope when tragedy strikes
our communities; and
WHEREAS, the Friends of First Responders (FOFR) is working in collaboration with
our island first responder agencies, which includes but is not limited to,police, fire, emergency
medical services, corrections, sheriffs,park rangers, and Civil Defense to support the
Appreciation Weeks in 2024; and
WHEREAS, Public Safety Telecommunications Week will be held April 14-20, 2024;
Corrections Week on May 5-11, 2024; Police Week on May 12-18, 2024; and Emergency
Medical Services (EMS) on May 19-24, 2024; and
WHEREAS, FOFR is a 501(c)(3) nonprofit organization that is committed to providing
support and resources to strengthen the health and wellness of first responders and their families;
and
WHEREAS, FOFR is requesting funds to assist with expenses toward "Appreciation
Weeks" in 2024, for Police, EMS, Corrections and Public Safety Telecommunications to
acknowledge, honor and commend first responders in Hawai`i County; and
WHEREAS, one of the goals of the Police Department is to provide critical stress
management and support for peer units and personnel for the overall well-being of first
responders; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 8 will be appropriated to the Police Department
to provide a grant to the Friends of First Responders to assist with expenses for Appreciation
Week in 2024.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Chief of Police and Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
