RESOLUTION NO. 226 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR EXPENSES
RELATED TO THE 37TH ANNUAL BIG ISLAND PRO-AM SURFING TRIALS.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to ensure broadened economic
opportunities, enriched communities, and better lives for the people of Hawai`i Island and to
achieve sustainable development while caring for and appreciating the natural environment; and
WHEREAS, BIRCDC is the fiscal sponsor of the 37th Annual Big Island Pro-Am
Surfing Trials, which is a community event that promotes surfing as an important international
sport and supports our youth in an athletic competition dedicated to perpetuating the Hawaiian
cultural tradition of surfing; and
WHEREAS, the 37th Annual Big Island Pro-Am Surfing Trials will be held this August at
Honoli`i Beach Park, and BIRCDC is requesting funds to assist with refreshments for volunteers
and participants, miscellaneous event supplies, scoring equipment, and media/promotion for the
event; and
WHEREAS, the Department of Liquor Control supports safe, alcohol-free, and drug-free
programs and events that enrich the lives of our youth and community members; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to BIRCDC for expenses related to the 37th Annual Big Island
Pro-Am Surfing Trials at Honoli`i Beach Park.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
