COUNTY OF HAWAII =NU;i_• STATE OF HAWAII �rf OFNF'� RESOLUTION NO. 228 23 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE WAIMEA COMMUNITY ASSOCIATION TO SUPPORT THE 2023 WAIMEA CHRISTMAS TWILIGHT PARADE. WHEREAS,the Waimea Community Association is a 501(c)(3) nonprofit organization whose mission is to preserve, maintain, enhance, and protect community values by embracing diversity while continuing Waimea's tradition of community building and community service; and WHEREAS, the annual Waimea Christmas Twilight Parade has been held for over six decades and is the second oldest community parade in the State of Hawai`i; and WHEREAS, the Waimea Christmas Twilight Parade brings members of the community together to express their gratitude, sense of joy, and appreciation during the holiday season; and WHEREAS, the Waimea Community Association works in conjunction with the volunteer parade committee to successfully organize and facilitate this long-standing tradition that is held annually on the first Saturday of December at 5:30 p.m.; and WHEREAS, the Waimea Community Association is requesting funding assistance to help cover necessary expenses, such as tents,tables, chairs, and sound system technology for the narrator stations along the planned route of the parade; and WHEREAS, the Department of Liquor Control supports organizations that promote family-friendly events and activities in a drug-free and alcohol-free environment; and 'WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program,project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now,therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Department of Liquor Control to provide a grant to the Waimea Community Association to support the 2023 Waimea Christmas Twilight Parade. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
